Cases

Since the founding of the predecessor of the modern PRT, efforts have been centered on studying and analyzing Parahuman phenomena, and central to that effort is what has been dubbed "The Cases". In the early days of the PPAC, the intent was that every cape would have these case files, however the exponential growth of parahumanity resulted in the organization being quickly overwhelmed. The scope of the case files, now internally called SPIRs (Special Parahuman Information Reports) was changed to more abnormal situations, with everyday capes being relegated to their own system.

Some PRT researchers have spent their careers focusing on a single Case, but for most of the agency's staff, they are expected to memorize and understand the "gist" of each Case, where possible.

Endbringers

A term popularized by the modern news media, "Endbringer" refers to particularly calamitous Cases which have caused mass casualty events and unprecedented damage well beyond that normally warranted by an S-class threat. Scientific research into this phenomena is ongoing, with no clear answers. The most popular theory put forth is that these so-called Endbringers are severely amplified parahumans whose trigger events "misfired".

It is well understood that in the event of such a treat coming forth, an "Endbringer truce" is declared, in which parahumans of all stripes band together to defeat the threat. While this has been codified into a handful of mutual assistance treaties (typically in concert with a Gibraltar Treaty declaration), the vast majority of truces have been adhoc and informal in nature.
