In essence allowing the sharing of skills, though generally this provides less proficiency than possessed by the originator. &lt;br /&gt;
&lt;br /&gt;
Example: sharpshooter paired with someone who has never shot a gun passes on some of the knowledge to the someone. In this case they would become proficient with a firearm, but not a sharpshooter. They could handle a firearm well though they wouldn&#039;t be a top in class individual.&lt;br /&gt;
&lt;br /&gt;
Knowledge of how to build tinker tech is not transferred, though those in the field may receive a mundane equivalent of their specialty if possible.&lt;br /&gt;
&lt;br /&gt;
Example: Cylynx = surgery, Phalanx = coding, Zipdash = driving or piloting&lt;br /&gt;
&lt;br /&gt;
A person can refuse to join the network.&lt;br /&gt;

Those effected operate more effectively as a unit, provided with a understanding of reflexes, movement, body language, and Immediate Intent of allies. &lt;br /&gt;

(As though they have been training as a unit for a long time. A well oiled group as opposed to strangers, or an even more unified group if already working together.)&lt;br /&gt;

The cape may convert a material or object they are touching in order to break it down and create something of their choosing. This material or object must be mundane (non tinker) and non living (no people, animals, nor living constructs)&lt;br /&gt;

They need to understand the basics of what they are creating.&lt;br /&gt;
&lt;br /&gt;
(To a degree, their SHARD fills in the blanks. They don&#039;t need to know the chemical composition of gunpowder.)&lt;br /&gt;

Must supply their power with mostly appropriate materials for conversion.&lt;br /&gt;

(Metal will not make a good parachute. Fabric will not make great kevlar.)&lt;br /&gt;

She touched the ground and made a quick hammer, and then charged in, aiming for joints. He was a better fighter, but not without knees. The cape was surprised by the change in tactics and didn&#039;t do well. He lay on the ground suffering.&lt;br /&gt;

The kid who had been on fire had been put out by the rest of the bystanders.&lt;br /&gt;

Once every 7 days the members of this cluster will be shunted into a dream room. While every member will be forced to enter, there is nothing preventing any member from simply leaving after the connection is established. Powers cannot be used in the dream room, and no actual changes to the real world can be made via actions inside the dream room.&lt;br /&gt;
&lt;br /&gt;
The dream-room resembles the vacation cabin that the the cluster triggered in, like a snapshot of their surrounding at the moment of their trigger, straying more than 10 feet from the outer walls of the cabin is impossible, as what resembles a storm acts as a impassable barrier, glimpses of a hazy humanoid silhouette can occasionally be seen deep inside the storm, but this is simply a part of the scenery.&lt;br /&gt;

Trigger Event&lt;br /&gt;

Ashton&#039;s heroes had pulled through, Plague Doctor&#039;s plot to eradicate the city had been thwarted, just in time to restore the people&#039;s faith in the local parahuman population. And like so many other people, one group of friends had chosen to celebrate.&lt;br /&gt;
&lt;br /&gt;
Isabelle was the rock that held the group together, sure there were other friendships among the group, but Everyone had Isabelle in-common, and she was the right kind of person to deal with the various personalities when they clashed on occasion.&lt;br /&gt;
&lt;br /&gt;
It also happened that Isabelle had relatively-wealthy relatives, the kind of relatives that had a holiday cabin in the mountains, despite only using it once every decade. And lucky for them Isabelle had somehow convinced her Aunt to let them spend a week there for &#039;We aren&#039;t dead&#039; celebrations. A small road trip into the mountains later, and they were set to have a good time.&lt;br /&gt;
&lt;br /&gt;
Food, Drinks, Board games, some old game consoles, and good company meant that things were looking good. Although there were a number of cabins in this stretch of wilderness, Isabelle&#039;s Aunt had said the Properties were abandoned, which was fine, it meant they could be as loud as they wanted without complaints from the neighbours.&lt;br /&gt;
&lt;br /&gt;
Things had gone well at first but all good things must come to an end. In the aftermath everyone could pinpoint when things had changed from a fun vacation to something entirely different. It had all started when the Weather had taken a turn for the worse.&lt;br /&gt;
&lt;br /&gt;
Nightmares had plagued everyone&#039;s sleep. Things started subtly. The atmosphere had grown odd, filled with anxiety, and distrust. Old grievances that had been long buried and forgiven had come to the forefront of everyone&#039;s memory, feeling fresh and raw.&lt;br /&gt;
&lt;br /&gt;
Personal belongings were misplaced and moved, and no one would take credit for snooping in each other&#039;s belongings, only adding to the distrust. People would swear that they had heard the others whispering about them from the other room, but this would be denied. The wind and rain were a constant presence outside the large cabin.&lt;br /&gt;
&lt;br /&gt;
Isabelle was suffering from near-constant nosebleeds, and others were getting headaches, this had initially been chalked up to the higher atmosphere up in the mountains. &lt;br /&gt;
&lt;br /&gt;
One morning the presence of a skinned and flayed deer lying in a puddle of blood in the living room had changed things dramatically. The changes were more overt now. The weather was like a hurricane outside, and yet the cabin was intact, the power was functional, although the TV and radio were static, and the cell service was flopping between zero and one bar of service.&lt;br /&gt;
&lt;br /&gt;
The hallucinations were more blatant, voices, howling, feelings of dread. Someone or something was tormenting them. Why? Had one of them done something, and simply dragged the whole group into this fate? &lt;br /&gt;
&lt;br /&gt;
They couldn&#039;t escape, the likelihood of calling for help was slim with their cell service this spotty. Isabella had taken things the worse. her eyes were frenzied, she said they deserved this. She was manic, this had the effect of actually calming the group, as they prioritized watching out for their mutual friend. &lt;br /&gt;
&lt;br /&gt;
They took shifts to sleep, and the nightmares were worse than ever. Whatever limited sleep they had was shattered when They heard the front door open, the howling wind entering inside, as Isabelle stepped out into the maelstrom, only for her flesh to be flayed from her body by the unnatural wind and rain.&lt;br /&gt;
&lt;br /&gt;
TRIGGER&lt;br /&gt;
&lt;br /&gt;
The form of the cape was now visible, The group trigger had stunned the killer, his power requiring concentration, and time to ramp up. The presence of five very traumatized, very angry new parahumans wanted retribution for the death of their friend, and the torment he&#039;d caused them. His fate was sealed.&lt;/div&gt;</summary>

It also happened that Isabelle had relatively-wealthy relatives, the kind of relatives that had a holiday cabin in the mountains, despite only using it once every decade. And lucky for them Isabelle had somehow convinced her Aunt to let them spend a week there for &#039;We aren&#039;t dead&#039; celebrations. A small road trip into the mountains later, and they were set to have a good time.&lt;br /&gt;

Food, Drinks, Board games, some old game consoles, and good company meant that things were looking good. Although there were a number of cabins in this stretch of wilderness, Isabelle&#039;s Aunt had said the Properties were abandoned, which was fine, it meant they could be as loud as they wanted without complaints from the neighbours.&lt;br /&gt;

Things had gone well at first but all good things must come to an end. In the aftermath everyone could pinpoint when things had changed from a fun vacation to something entirely different. It had all started when the Weather had taken a turn for the worse.&lt;br /&gt;

Nightmares had plagued everyone&#039;s sleep. Things started subtly. The atmosphere had grown odd, filled with anxiety, and distrust. Old grievances that had been long buried and forgiven had come to the forefront of everyone&#039;s memory, feeling fresh and raw.&lt;br /&gt;

Personal belongings were misplaced and moved, and no one would take credit for snooping in each other&#039;s belongings, only adding to the distrust. The weather was like a hurricane outside, and yet the cabin was intact, the power was functional, although the TV and radio were static, and the cell service was flopping between zero and one bar of service.&lt;br /&gt;

The hallucinations were more blatant, voices, howling, feelings of dread. Someone or something was tormenting them. Why? Had one of them done something, and simply dragged the whole group into this fate? &lt;br /&gt;

They couldn&#039;t escape, the likelihood of calling for help was slim with their cell service this spotty. Isabella had taken things the worse. her eyes were frenzied, she said they deserved this. The form of the cape was now visible, The group trigger had stunned the killer, his power requiring concentration, and time to ramp up. Food, Drinks, Board games, some old game consoles, and good company meant that things were looking good. Things had gone well at first but all good things must come to an end. In the aftermath everyone could pinpoint when things had changed from a fun vacation to something entirely different. It had all started when the Weather had taken a turn for the worse.&lt;br /&gt;

Nightmares had plagued everyone&#039;s sleep. Things started subtly. The atmosphere had grown odd, filled with anxiety, and distrust. Old grievances that had been long buried and forgiven had come to the forefront of everyone&#039;s memory, feeling fresh and raw.&lt;br /&gt;

Personal belongings were misplaced and moved, and no one would take credit for snooping in each other&#039;s belongings, only adding to the distrust. Isabelle was suffering from near-constant nosebleeds, and others were getting headaches, this had initially been chalked up to the higher atmosphere up in the mountains. &lt;br /&gt;

One morning the presence of a skinned and flayed deer lying in a puddle of blood in the living room had changed things dramatically. The changes were more overt now. The weather was like a hurricane outside, and yet the cabin was intact, the power was functional, although the TV and radio were static, and the cell service was flopping between zero and one bar of service.&lt;br /&gt;

The hallucinations were more blatant, voices, howling, feelings of dread. Someone or something was tormenting them. Why? Had one of them done something, and simply dragged the whole group into this fate? &lt;br /&gt;

They couldn&#039;t escape, the likelihood of calling for help was slim with their cell service this spotty. Isabella had taken things the worse. her eyes were frenzied, she said they deserved this. They took shifts to sleep, and the nightmares were worse than ever. Whatever limited sleep they had was shattered when They heard the front door open, the howling wind entering inside, as Isabelle stepped out into the maelstrom, only for her flesh to be flayed from her body by the unnatural wind and rain.&lt;br /&gt;

The form of the cape was now visible, The group trigger had stunned the killer, his power requiring concentration, and time to ramp up. Carrie skated hard for the truck as it sank. The broken ice getting more and more difficult to manage. By the time she made it there the truck was all but completely under. She dove. Carrie broke the window with her skate, and got her dad out of the vehicle, held his unconscious hand, tried to bring him up. She bumped into the ice. Again and again. She was running out of breath. A slight waif of a girl, she stands at a menacing five foot three (Five five with her ‘skates’ on!) Her ‘costume’ is simply a figure skating outfit with a domino mask, which accentuates her white hair that she leaves in a distinct twin tail style while working.&lt;br /&gt;

Ice Dancer doesn’t know quite what cape life is going to bring for her, and that makes her nervous. She is terribly uncertain of herself at the moment and just trying to find her footing. She could spin either way given her circumstances and just needs a push to find a direction.&lt;br /&gt;

Generally she is somewhat excitable, likes to joke around, and enjoys life when she can.&lt;br /&gt;

Skating! - Regularly placing in regional competitions, Carrie is known for her no nonsense clean transitions and quality triple toe loops. Gymnastics - She participates to keep her more limber for her on season of skating and doesn’t compete. Her floor routine is rather excellent.&lt;br /&gt;
&lt;br /&gt;
Fencing - Keeping up with the spirit of athleticism, she used to do tournament fencing in the Kingdom of Northshield in the SCA.&lt;br /&gt;
&lt;br /&gt;
First Aid - All of her sports ventures have kept her well apprised of what to do with stabs, sprains, breaks, and the like.&lt;br /&gt;

GED - Had to graduate in order to continue to compete at figure skating.&lt;br /&gt;

Hyper cools (-200 c) an area, approximately the size of an ice rink, and creates ice our of ambient moisture (or water) that freezes (slows, wounds, etc depending on exposure time) those who are hit with the initial cooling and makes the area difficult to traverse. Hooray slippery ice. The cold generated from her own power doesn’t seem to bother her.&lt;br /&gt;
&lt;br /&gt;
Ice Dancer can manipulate the ice in her field within line of sight to hold some form: Making walls and rudimentary armor for herself with the power, though they do melt as normal once she leaves the area (Any heat based effect would melt them appropriately even were she there)&lt;br /&gt;
&lt;br /&gt;
The second aspect of her power allows her to traverse this ‘ice’ at a greater rate (often by making ice blades on the bottom of her footwear), approximately 3x normal speed (20 mph/ 32kph &amp;amp;gt; 60/96) and she becomes more graceful on the ice, dodging a bit easier.&lt;br /&gt;

The local tough decided to hurt some easy targets. Ice Dancer surveyed the field, frowning. She didn’t want to hurt anyone, but she also didn’t want anyone to be hurt. Time to test this stuff out!&lt;br /&gt;
&lt;br /&gt;
The ground in front of her freezes up, the air splitting and pooling, the wisps of liquid nitrogen evaporating from her path, and she was moving too fast for her own good. Crashing into the big guy in what would probably have broken her ribs had she not covered herself in ice first. The big guy hardly flinched.&lt;br /&gt;
&lt;br /&gt;
“You should all get out of here before this idiot hurts you!” She panicked at the other people, who tried to get away, but the ice was fouling up their ability to run. “Be more concerned about yourself,” He said as he stabbed at her with his knife. She nimbly ducked out of the way, looking at all of the civilians again, “Go!” As she felt herself get hit. Hard. She had just wanted to stop the fight and get the people out free and clear. She hadn’t wanted to hurt anyone. Even a quick application of that much cold isn’t a good time. The thug dropped. Shivering. The people still in the area nearly all had frostbite. Ice Dancer was fine.&lt;br /&gt;

As she skated away the knife fell out of the ice she was still encased in. “Oh.” A frown breaking through her excitement at having done something good.&lt;br /&gt;

== Backstory ==&lt;br /&gt;
&lt;br /&gt;
Carrie grew up in a decent home in Pequot Lakes, MN. Right on the water of Loon Lake. Lovely house. Good family. They let her do what needed doing for sports and she did well. In the Winter of 2020 her whole world broke and grew.&lt;br /&gt;
&lt;br /&gt;
She was prepping for a competition, alone. Skating and practicing on natural ice. Harder to work with, but more rewarding results. Every bump, every groove, every crack in the ice a new opportunity for failure and growth. Until her dad’s truck careened into the ice off shore. Until it went under. Carrie skated hard for the truck as it sank. The broken ice getting more and more difficult to manage. By the time she made it there the truck was all but completely under. She dove. Carrie broke the window with her skate, and got her dad out of the vehicle, held his unconscious hand, tried to bring him up. She bumped into the ice. Again and again. She was running out of breath. She should have been faster. She should have gotten there sooner. She could have. Could have. Could…&lt;br /&gt;
&lt;br /&gt;
The ice floated to the surface and carried her along with it. She was fine. She was okay.&lt;br /&gt;
&lt;br /&gt;
Her father’s death left the family in debt. She and her mom sold the house and moved to Devilfish. Hoping.&lt;/div&gt;</summary>
