A surprisingly spiritual individual when it comes to Nature, bordering on animism. Having spent more time in the water than on land, he finds the pollution and environmental destruction he has encountered to be horrific, from over-fishing to the Pacific Garbage Patch. He seeks to stop this, by whatever means necessary, from sinking fishing ships, to destroy anything pumping toxic material into the ocean.&lt;br /&gt;

Still trying to understand what he is capable of, Fisher has sought out fights with the most powerful creatures of the sea to test his strength. He has yet to hunt the most dangerous game. For now.&lt;br /&gt;

Fisher can detach the long claws on his fingers and produce a length of incredibly sharp &amp;amp; lightweight wire from the tips of his fingers. While it is connected to him, through twists and pulls he can hold it in place or send it to where he desires. On land this amounts to little more than some control over the trajectory of it when thrown. However in water and similar mediums it becomes radically more effective, capable of making the precision turns and twists needed to chase down a fast moving target or weave a net. The wire cannot exceed 200m in length.&lt;br /&gt;
&lt;br /&gt;
His claws possess an abnormal sharpness and durability, slicing through up to 50mm of steel with ease. The same is true for the wire, which is able to hold amounts of weight that would snap a mundane length of fishing wire. The claws are lined with burrs each phasing in a few millimeters into whatever surface they hit.&lt;br /&gt;
&lt;br /&gt;
If a wire was sliced through, it will take up to a week to regrow the claw itself. If he can is able to obtain the claw itself, it will heal and fully reattach itself after only a day or two.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Case 53 Physiology&#039;&#039;&#039;: - His body is adapted to life in the various environments present in the Ocean; and his body borrows much from the various predators who make their living in these depths. This includes Pressure, Heat and Cold Resistance, to endure environments from the frigid waters of the Arctic, to the Hydrothermal vents in the deep sea, along with a suit of minor abilities borrowed from these creatures.&lt;br /&gt;
&lt;br /&gt;
* Color change. While naturally a blue color, the scales on his skin can rapidly shift color&lt;br /&gt;
&lt;br /&gt;
* Bioluminescence: just beneath the surface of his skin and between scales are sets of bioluminescent cells capable of producing light in the 1 cm - 10 nm range.&lt;br /&gt;
&lt;br /&gt;
* Bioelectricity: Using the same cells that produce light to emit electricity, which conducts readily along the fishing wire. Using this charge he is able to produce a voltage up to 1kV for an extremely short period (100ms at a time).&lt;br /&gt;
&lt;br /&gt;
* His skin is lined with tough cells, forming a biological armor. whilst proving surprisingly durable, able to withstand, after a frightening fight, the bite of a hungry Humboldt Squid. Between his cells are collective of cells that convert his bodies chemical energy into other forms, such as electricity or light. Comparable to type IIA body armor/ a very strong stab vest.&lt;br /&gt;
&lt;br /&gt;
* Instead of hair, a set of tendrils reach out from the top of his head, each one carrying special sensory organs that detect things from changes in water pressure, to the electrical current of living things, along with sending and receiving sonar signals akin to the senses of the dolphins and sharks. This has a functional range of 200m in water, 20m on land.&lt;br /&gt;
&lt;br /&gt;
Possessing notable superhuman athletic capability, for example, swimming and diving at speeds of up to 25 m/s, though these extreme speeds are more for bursts and ambushing prey. For long distances he can average about 15 m/s of pure swimming, ignoring any other exertions with the time frame.&lt;br /&gt;
&lt;br /&gt;
This isn’t to say it’s all beneficial however. His increased sensory capabilities leave him vulnerable to high intensity light and sound, and just as he is able to detect the hum of electric currents in life, the strength and intensity of those in modern technology are overbearing and tolerable in short periods at best.&lt;br /&gt;
&lt;br /&gt;
Additionally, just as Fisher is well adjusted to life under water, above the sea things are a different story. While he can breathe air, it’s far less efficient and inhibits much of his other faculties. Without water as a medium for sound or his other senses, it’s more difficult for him to understand his surroundings, making functioning on land disorientating. After going out of the water, he has roughly 20 minutes of fighting time in him before he becomes significantly weaker, with his strength, wires, etc becoming drastically reduced.&lt;br /&gt;
&lt;br /&gt;
Thanks to a quirk of his mind, he can communicate with aquatic/amphibious life in a rudimentary fashion, particularly with larger/more social marine animals. This isn&#039;t to the level of controlling them, but able to understand them and get information from them. &lt;br /&gt;

Phantasma is the recently arrived captain of the [[Ashton Protectorate]]. Previously located further south in Houston, she gained a reputation for being tough on crime and very vocal about the need for the Protectorate and other law enforcement agencies to wipe out Parahuman crime. Phantasma also gained a noteriety for her harsh treatment of Tinkers, holding nothing back when bringing them in. This anti-Tinker stance extends beyond her duties, and she has  made controversial pro-Reclaimers comments when asked about the group. &lt;br /&gt;
&lt;br /&gt;
Many point to her origin in [[Spain]] and her life under the Tinker-Tyrants of Spain as the reason for her attitude towards these capes, and villainous gangs in general. Given how they treated her people, it&#039;s understandable. &lt;br /&gt;
&lt;br /&gt;
A refugee from Spain, Irena’s dad was a part of the resistance against the Tyrant Haze. When his cell was discovered and hunted down at a meeting, his entire family, including Irena, was taken to a prison camp as punishment.&lt;br /&gt;
&lt;br /&gt;
She triggered during one of Haze’s many experiments. ‘Furia de las Bestias’; as he later christened it. He was testing it as a stimulant for soldiers on the battlefield, but first needed to test the side effects. So, el Emperador had the prisoners forced into a warehouse and began to pump his experiment in. Within minutes, people were tearing each other apart with the enhanced strength granted by his horrendous creators.&lt;br /&gt;
&lt;br /&gt;
In 2005 she was able to flee the country and received asylum in the United States as a Ward. Since then she’s remained with the Governmental hero organization, rising in the ranks both as a cape, and as a humanitarian. On many occasions, she has spoken out about the suffering the Spanish people have and continue to endure under the Tyrant Haze. &lt;br /&gt;

Thanks to years of experience, she&#039;s gotten quite familiar with chemistry, having even taken some night classes to gain a better understanding of her power.&lt;br /&gt;

Her time in Spain hardened her, leaving her wary. She considers her position in the Protectorate one of necessity and harbors a wariness of certain parts of the organization. Though she sees that they’ve done a lot of good work in America, she’s also seen how power can corrupt and is ever vigilant to squash such corruption that she finds; by any means necessary. Irena holds herself to a high moral standard, expects the same as those around.&lt;br /&gt;

As a devout Catholic, she has often relied her faith to carry her through rough times.&lt;br /&gt;

Phantasma possesses the ability to enter a gaseous Breaker state. While in this state, she retains a mostly humanoid form and can interact slightly with the world through a low-level telekinetic field. Otherwise though, she is completely permeable, and objects/people will easily pass through the Breaker state. She can alter the size of this form, compressing herself or expanding her volume. While in this form her movement is hindered. Phantasma herself can float about as fast as she can run in any direction, and her gases billow out at roughly half that, again, omnidirectionally. Given the extra force needed to both hold herself together and perform strenuous activity, operating at full capacity can lead to Phantasma overexerting herself during fights.&lt;br /&gt;
&lt;br /&gt;
Whilst in this form, Fantasma can change the composition of her Breaker states gas and generates a volume of gases, both natural, and powered. The natural gases are ones that she has been exposed to, whilst the powered gases are the ones her form generates. When inhaled or absorbed through the skin, these powered gases will begin to alter a person’s mental state. In an open-air environment, like a field, the effect is short lived and relatively minimal if not exposed for too long. However, in a closed location, it will be far more potent.&lt;br /&gt;
&lt;br /&gt;
When the powered gases take effect, they make use of broad &#039;emotional&#039;/mental states, such as Fear, Love, or Anger. Phantasma has no control over the exact reactions or the specifics of how the change in emotional state manifests.&lt;br /&gt;
&lt;br /&gt;
Phantasma is incredibly vulnerable to less physically-based/energy attacks whilst in her Breaker form. A few good hits are enough to knock her out of her Breaker form. If she is forced out of her breaker state like this, she will need several hours to a couple days to recover depending on the severity of damage.&lt;br /&gt;
&lt;br /&gt;
Additionally, strong winds, cape created or weather-wise can be incredibly dangerous to her. If a strong wind source can disperse her gas breaker form, she will enter an unconscious state as the Breaker state slowly attempts to gather itself together. Once it has done so, she will change back into her flesh and blood form, passing out for at least a few hours.&lt;/div&gt;</summary>
